WRA COMMITTEE

The WRA committee is elected each year at the AGM and all positions are voluntary.

 

The committee holds regular committee meetings, when matters affecting our area are discussed, and action taken if necessary. As a group, we have a successful relationship with our local council, the community police team and local councillors who support us in our neighbourhood work.

 

There are eight Neighbourhood Watch co-ordinators that help deliver Newsletters, welcome letters and information to new neighbours. The WRA alerts neighbours to any relevant news from Neighbourhood Watch Scotland and the local Community Police Team, as well as from neighbours themselves.

CONSTITUTIOn of warriston' association

The Committee of the Residents Association meets regularly through the year to promote the objects of the Association as defined in the Constitution below: CONSTITUTION - 2014 onwards CONSTITUTION OF WARRISTON RESIDENTS’ ASSOCIATION 1) Name The name of the Association shall be Warriston Residents’ Association (WRA) 2) Membership a) Membership of WRA is automatic for all residents living in i) Inverleith Row – Nos. 99-107 ii) Warriston Drive iii) Warriston Gardens iv) WarristonGrove v) Warriston Terrace vi) Warriston Avenue b) WRA shall have no political or religious affiliations and shall be committed to the principles of equal opportunities c) There shall be no membership fee, however, members may be asked for donations from time to time to help with the running of WRA 3) Objects The objects of WRA shall be: a) To seek to improve conditions for the residents of WRA area b) To represent and promote the interests and views of all residents of WRA area by working in partnership with the City Council and other bodies c) To promote general community projects of a social nature for all members 4) Officers and Committee a) The business of WRA shall be conducted by a Committee elected annually at a meeting convened for this purpose b) The Committee shall total ten in number with the provision of co-option of additional members should the need arise c) The Officers of WRA shall be i) A Chairperson who shall normally chair all WRA meetings. In the absence of the Chairperson an Officer or any other committee member may take the chair. The Chairperson shall ensure that meetings are conducted in accordance with the provisions of the Constitution and that minutes and statements of accounts are recorded regularly and accurately. The Chairperson shall, in consultation with other Officers, set the agenda and timings for meetings of the Committee and WRA generally ii) A Treasurer who shall be responsible for managing the financial affairs of WRA by receiving and dispersing funds; by recording all financial transactions carried out by WRA and by presenting regular statements of accounts. She/he shall additionally be responsible for ensuring that an annual statement of account is prepared and presented to the Annual General Meeting (AGM) of WRA. This statement shall be properly audited by two auditors elected at the AGM and who shall not be members of the Committee iii) A Secretary who shall ensure that all meetings of WRA are minuted and that such minutes are kept and can be made available for consultation. She/he shall also ensure that records of her/his and others’ correspondence concerning WRA and its interests are maintained iv) A Neighbourhood Watch Convenor who shall maintain contact with Neighbourhood Watch Scotland, the Police and other emergency services. She/he shall ensure that the Committee is briefed on current developments and issues and shall additionally ensure that WRA members receive Neighbourhood Watch communications by maintaining a distribution rota d) Excluding the AGM, the Committee shall meet a minimum of four (4) times during the WRA’s year e) A minimum of seven (7) days’ notice of Committee meetings shall be given to all Committee members f) Four (4) members of the Committee shall constitute a quorum g) The Committee shall have the power to to set up sub-committees to deal with specific issues or interests. Such sub-committees will be made up of members of WRA, but the Committee will have the power to enlist services of any person who will be of benefit to WRA for any specific purpose h) The Committee shall prepare a newsletter for distribution to all residences in WRA area. There shall normally be one or two such newsletters per annum i) The Committee may additionally use whatever reasonable means at its disposal to communicate important information to WRA members 5) Finance a) The funds of WRA shall be obtained through members’ donations and by means of any other fund-raising activities as the Committee may deem acceptable or necessary b) The funds shall be lodged in a bank approved by the Committee 6) Annual General Meeting (AGM) a) The AGM will be held at such place, time and date as the Committee shall determine, provided that the interval between one AGM and the next shall not exceed fifteen (15) calendar months b) Twenty one (21) clear days notice in writing of the meeting shall be sent to all households in WRA area c) The AGM will transact the following business: i) Approval of the minutes of the previous AGM and discussion of matters arising ii) Consideration of the Annual Report prepared by the Committee iii) Consideration of the Annual Audited Statement of Accounts iv) Election of Officers and Committee v) Any other relevant business d) The quorum for the AGM will be twenty (20) members e) Amendments to the Constitution may be proposed at the AGM. Any such proposals to alter the Constitution must be delivered to the Secretary not less than fourteen full days before the date of the meeting at which they are first to be considered. Any alteration to the Constitution will require the approval of a two-thirds majority of those present and voting f) Voting (other than for changes to the Constitution - see 7 g) below) shall be by a simple majority 7) Special General Meeting (SGM) a) An SGM may be called at any time at the Committee’s discretion or upon receipt of a written request signed by no fewer than twenty (20) members, giving reasons for the request. An SGM must be called within twenty one (21) days of receiving such a request b) Notification of the SGM shall give place, date, time and purpose of the meeting. Twenty one (21) clear days notice in writing of the SGM shall be sent to all households in WRA area c) The meeting shall be for the purpose of altering the Constitution or of considering any matter that requires the immediate attention of members d) The quorum for an SGM shall be twenty (20) members e) Amendments to the Constitution will require the approval of a two thirds majority of those present and voting f) Voting (other than for changes to the Constitution) shall be by a simple majority 8) Dissolution a) WRA may be dissolved at any time by a resolution passed by a two thirds majority of those present and voting at a quorate General Meeting of which at least twenty one (21) clear days notice shall have been sent to all members b) Any assets that remain after the satisfaction of all debts and liabilities shall be given or transferred to an institution (or institutions) that have the same or similar objects as WRA Approved by the General Meeting of WRA held on Date: 2nd April 2014 at Place: Goldenacre Bowling Club
